Abstract
Tema ovog diplomskog rada je područna (regionalna) i lokalna samouprava u Republici Hrvatskoj u europskom kontekstu. Nakon uvodnog definiranja pojma zajednice i detaljnog razrađivanja ustroja područne (regionalne) i lokalne samouprave u Republici Hrvatskoj, gdje su opisani svi stupnjevi područne (regionalne) i lokalne samouprave: županija, grad i općina, posebna pozornost posvećena je Europskoj povelji o lokalnoj samoupravi koja predstavlja europski standard lokalne samouprave. Nakon toga analiziraju se sustavi regionalne i lokalne samouprave u tri zemlje Europske unije i to: Njemačkoj, Francuskoj i Švedskoj. U završnom djelu rada uspoređuje se hrvatska područna (regionalna) i lokalna samouprava s regionalnim i lokalnim samoupravama navedenih zemalja. U zaključku je sumirano sve izneseno u radu s posebnim naglaskom na stanovništvo i suradnju između jedinica područne (regionalne) i lokalne samouprave kao dva ključna segmenta čijom bi se boljom regulacijom hrvatska područna (regionalna) i lokalna samouprava približila europskom standardu.
Abstract (english)
The topic of this thesis is the local self-government of the Republic of Croatia within the European context. The introduction offers a definition of community as a notion and provides a detailed insight into the organization of the local self-government in the Republic of Croatia. This is followed by a description of all levels of the local self-government. Furthermore, special attention has been devoted to the European Charter of Local Self-Government, representing the European standard of local self-government. Next, the local self-governments of three countries of the European Union: Germany, France and Sweden have been analyzed in the main part of this thesis as an example of European regulation of local self-government. The final part of the thesis offers a comparison of the Croatian local self-government to the local self-governments of the aforementioned countries. Finally, the concluding remarks summarize the scope of the thesis, with particular emphasis on two segments: population and better cooperation between the different units of local self-government in order to bring the Croatian local self-government closer to European role-models.
