Abstract
Tema diplomskog rada nosi naslov ˝Hrvatska narodna banka – normativni okvir i utjecaj na fiskalnu politiku.˝ Glavni cilj i svrha ovog diplomskog rada je objasniti normativno uređenje institucije Hrvatske središnje banke, odnosno istaknuti razvoj istoga pretežito u kontekstu procesa europske integracije uz utjecaj na fiskalnu politiku u postojećim okruženjima uz usvajanje svih važnih termina koji se tiču navedene teme pristupnog rada. Analiziranjem i istraživanjem prikupljene su brojne informacije i činjenice o datom predmetu. Rad uključuje povijesni pregled začetka središnjih banaka, osnivanje Hrvatske narodne banke, početne reforme kao i proces usklađivanja relevantnih propisa HNB-a s europskim pravnim okruženjem, ustroj HNB-a, ustroj Europske središnje banke, razgraničenje ovlasti u postojećem okruženju nadnacionalnog nositelja monetarne politike te utecaj HNB-a na fiskalnu politiku, odnosno važnost surađivanja monetarne i fiskalne politike u cilju gospodarske stabilnosti.
Abstract (english)
The topic of graduate thesis is entitled ˝Croatian National Bank – normative framework and impact on fiscal policy.˝ The main goal and purpose of this graduate thesis is to explain the normative regulation of the institution of the Croatian National Bank, i.e. to highlight the development of the same primarily in the context of the european integration process with an impact on fiscal policy in existing environments with the adoption of all important terms pertaining to this topic of accession work. The analysis and investigation gathered a number of information and facts on the given case. The paper includes a historical overview of the start of central banks, the establishment of the Croatian National Bank, initial reforms as well as the process of harmonizing the relevant regulations of the Croatian National Bank with the european legal environment, the formation of the Croatian National Bank, the formation of the European Central Bank, the demarcation of powers in the existing environment of the supranational monetary policy holder and the Croatian National Bank´s influence on fiscal policy, i.e. the importance of cooperation between monetary and fiscal policies with the aim of economic stability.
