Administrative relations, as the basic activity of the Administration, consists of assigning right or obligations to natural and legal persons. Although the goal of the Administration is to protect every interest and right of the individual, sometimes certain illegalities arise in the actions or decisions made by administrative bodies and courts. Therefore, individuals have a wide spectre of opportunities to protect their violated rights. This can be achieved through several levels of legal proceedings. The basis for this protection lies in the regulations and laws governed by the administrative procedures set by the obligatory actions of the administrative bodies and through the procedural rights of the parties thus resulting in a first instance decision. The protection of rights and interests is also enabled through the regular legal remedy in the administrative procedure, this being an appeal. A person may protect his rights through extraordinary legal remedies if the first instance decision has become valid. If illegalities still exist, filing a lawsuit against a second instance decision in the administrative procedure enables judicial protection in the administrative dispute. In the event that protection of rights has not been realized through the first instance verdict in the administrative dispute, it is allowed to file an appeal against this verdict to the High Administrative Court. Decisions in administrative disputes may also be challenged through extraordinary legal remedies. Finally, if during the administrative procedure or administrative disputes certain constitutional rights or fundamental freedoms guaranteed by the Constitution of the Republic of Croatia were violated, a constitutional complaint may be filed with the Constitutional Court to protect one’s rights.
