Every city and municipality strives to organize the performance of utility services in the most functional way possible in order to satisfy the needs and interests of the population. Utility services thus form an inevitable part of the life of every individua!, so it is extremely important to determine their organization in terms of the manner of their performance and the principles on which such organization and functioning is based. For the purpose of analysis and to give a systematic overview of the aforementioned topic, this paper gives special attention to the organizational forms of performing utility services and especially to the institute of concession as a mechanism for performing utility services. In order to elaborate the subject matter in question as successfully as possible, this paper is arranged as follows. The paper is divided into two main chapters. The first chapter, entitled "Utility management", presents the historical development of the utility management and utility services. It also provides a general overview of the concept of utility services as well as the types of utility services. The mentioned chapter is dedicated to the determination the legal framework and basic princi ples of the utility management and the manner in which the utility services are being carried out. This section also elaborates in more detail the organizational forms of performing utility services in the form of a trading company founded by a local self­government unit; a public institution founded by a local self-government unit; a service - it's own facility founded by a local self-government unit; legal and natural persons on the basis of a contract on the performance of utility services, and particularly legal and natura! persons on the basis of a concession contract. The second chapter, entitled "Performing utility services under the concession regime" defines the etymological and general concept of the concession in theory, the historical development of the concession and its legal characteristics. The backbone of the paper is constituted of the institute of concession in the form of utility management, so the paper thoroughly analyzes the contracting parties to the concession agreement - the grantor of the concession and the concessionaire, the concession award procedure itself, their rights and obligations, entering into a concession contract, concession disputes and the termination of the concession relationship.
